PNCB's Chief Executive Officer Sheri Sesay-Tuffour, PhD, CAE, ICE-CCP, attended Capitol Hill Day on March 21, 2024.
Capitol Hill Day (CHD) allows American Society of Association Executives (ASAE) members to serve as representatives for association leadership, broaden their visibility, advocate for change, and influence Congress. Sheri helped advocate for the Freedom to Invest in Tomorrow’s Workforce Act and the proposed Appropriations Act this year.
The Freedom to Invest in Tomorrow’s Workforce Act aims to expand qualified expenses under 529 savings plans to include postsecondary skills training and credentialing programs, such as licenses and certifications. This legislation would shift the 529 paradigm from “college savings plans” to “career savings plans” by increasing access to career-building credentials and training while opening 529 plans’ unique tax advantages to more people. The legislation would empower Americans to obtain and maintain postsecondary credentials and skills training of any educational background regardless of skill level or age. It would benefit all industries and professions that rely on employees with specialized training or credentials.
The proposed Appropriations Act aims to encourage the creation of a “one-stop shop” directory, managed by a government agency, that identifies high-quality credentials in various fields. This Act would facilitate the creation of a list of all legitimate credentialing programs within every sector, making it easier for those seeking credentials to locate legitimate, high-quality credentials suitable for their career path.
